The perspective filter can be used with the background image as well as any number of layers in Affinity Photo. The filter can be found via the filter menu and distort category. The tool can be used in a single plane perspective as well as dual plane. The tool can be used to distort images etc in countless ways as well as just add a subtle nudge to a layer that is slightly out of perspective to the background or other layers.
