You can create the circular selection by holding down the shift key when using the elliptical marquee tool. You can then fill the design with a gradient via the gradient tool. The gradient needs to be set to normal blending mode and radial type. Apply the gradient from a start position slightly to the top right and drag to the edge of the selection or beyond.
